Notice of Intent to Sole Source HT941023N0050 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Steris equipment preventive maintenance and repair services in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: Steris Corporation. 5960 Heisley road Mentor, OH 44060-1834 The North American Industry Classification System (NAICS) code for this requirement is 811210 – Electric and Precision Equipment Repair and Maintenance; the business size standard is $34 million. The Product Service Code (PSC) is J065 – Maintenance, Repair and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment and Supplies. The objective of this sole source award is to procure non-personal services and preventative maintenance (to industry standards) for STERIS equipment located at Naval Hospital Yokosuka, Japan, and outlying Branch Clinics Iwakuni, Atsugi, and Sasebo. Preventive maintenance for Steris equipment is also needed at US Naval Hospital Okinawa. All scheduled servicing will be accomplished in accordance with manufacturer’s recommendations and/or local maintenance procedures. Scheduled preventive maintenance includes inspecting, calibration, cleaning, oiling by suitable prescribed lubricants, checks and adjustments as necessary, and replacement of broken or worn parts. The anticipated period of performance is for base year with no option years (01 September 2023 – 31 August 2024). Naval Hospital’s Yokosuka and Okinawa requires an annual preventive maintenance and repair service contract for STERIS equipment located in the Operating Rooms and Sterile Processing Department. Services include full repair coverage with no cap for all contracted equipment, including accidental damage coverage at no extra charge. Prioritized repairs, typically with 24 - 48 hour turn around. 24/7 technical support and online repair tracking and history information. Periodic and on-demand training and support provided by support specialists. Full access to preventative maintenance and educational courses. STERIS Corporation is the Original Equipment Manufacturer (OEM). They are the sole factory-authorized supplier of parts and service for the equipment they manufacture, including products under the brand names of AMSCO, Finn Aqua, HAMO, Black Diamond Video, Medisafe and Cantel / Medivator. All replacement parts manufactured or marketed by STERIS are compliant with OEM specifications. STERIS does not utilize a distributor model and has over 950 trained personnel who maintain the equipment through preventive maintenance agreements assuring STERIS-manufactured equipment continues to operate in compliance with OEM specifications. The contractor shall provide training certificates (or notarized copies) to the Material Management Department BIOMED Division for verification. STERIS Corporation is the only source that can provide the service maintenance required. All completed work shall be certified to meet OEM specifications. The work shall be performed at: Naval Hospital Yokosuka PSC 475 Box 6 FPO AP 96350-1600 Naval Hospital Okinawa 111 Futenmabaru Ginowan City, Okinawa, 901-2202 Based on market research, STERIS Corporation is the only source that can meet the Government’s minimum requirements to maintain the STERIS equipment at Naval Hospital’s Yokosuka and Okinawa in working order, to include preventative service maintenance, inspecting, calibration, cleaning, oiling by suitable prescribed lubricants, checks and adjustments as necessary, and replacement of broken or worn parts in compliance with OEM specifications. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Naval Hospital Yokosuka, Japan. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
