Notice of Intent to Sole Source HT941023N0043 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Cepheid GeneXpert Service Maintenance in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: CEPHEID 904 East Caribbean Drive Sunnyvale, CA 94089-1189 The North American Industry Classification System (NAICS) code for this requirement is 811210 – Electronic and Precision Equipment Repair and Maintenance; the business size standard is $34.0 (millions of dollars). The Product Service Code (PSC) is J065 – Maint/Repair/Rebuild of Equipment – Medical, Dental, and Veterinary Equipment and Supplies. The Joint Base Pearl Harbor-Hickam (JBPHH) Laboratory requires for service maintenance on a Cepheid GeneXpert Analyzer that meets the standards in the statement of work. The JBPHH Laboratory located in Honolulu, HI is the Government-owner of a Cepheid GeneXpert Laboratory System (Item number GX16A1Y / Serial Number 847404) which enables the expected standard of care for our patient population. The Cepheid GeneXpert provides the following services: 1 – Rapid detection of SARS-CoV-2; 2 – Rapid detection of Influenza Virus Type A; 3 – Rapid detection of Influenza Virus Type B; 4 – Rapid detection of Respiratory Syncytial Virus. The ability to rapidly detect each of the mentioned viruses, all of which are serious infections in patients, supports our healthcare providers to make a timelier diagnosis and treatment plan for our patient population. The objective of this sole source award is to procure non-personal services for service maintenance on a Cepheid GeneXpert Analyzer. All scheduled servicing will be accomplished in accordance with the manufacturer’s recommendations and/or local procedures. The anticipated period of performance is for base year with four (4) option years. Cepheid is currently the sole manufacturer of Xpert reagents, and GeneXpert systems are manufactured exclusively for Cepheid. Cepheid is currently the only authorized provider of service for GeneXpert systems to customers within the United States, excluding territories. Preventive maintenance is required to ensure that the Cepheid GeneXpert analyzer completes tests accurately and safely. All completed work shall be certified to meet OEM specifications. The work shall be performed at: Joint Base Pearl Harbor-Hickam 755 Scott Circle, Room A210 JBPHH, HI 96853 Based on market research, Cepheid is the only source that can meet the Government’s minimum requirements to provide service maintenance at JBPHH in working order, to include preventative maintenance, parts replacements, repairs, any necessary modifications/updates, and access to technical support via telephone during working hours. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Joint Base Pearl Harbor-Hickam. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
