Notice of Intent to Sole Source HT941023N0028 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Eckel Audiometric Sound Booth Installation Services in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: J.W. MANNY INC. 111 Brook St FL 3 Scarsdale, New York 10583-5149 The North American Industry Classification System (NAICS) code for this requirement is 238210 – Electrical Contractors and other Wiring Installation Contractors; the business size standard is $19.0 (millions of dollars). The Product Service Code (PSC) is N065 – Installation of equipment – medical, dental, and veterinary equipment and supplies. The Naval Health Clinic (NHC) Fallon, NV requires for installation of a new Eckel Audiometric Sound Booth that meets the standards in the statement of work. It requires a 2-station double-walled audio booth in room 108 at NHC Fallon. NHC Fallon currently has a new Eckel Audio Booth that was manufactured and delivered by J.W. Manny Inc. but was not installed. The objective of this sole source award is to procure non-personal services to deinstall existing sound room and install new Eckel sound booth. All scheduled servicing will be accomplished in accordance with the manufacturer’s recommendations and/or local procedures. The anticipated period of performance is for base of one month with no option years. Services include the removal of old audiometric booth prior to installation of new Eckel audiometric booth. Coordinate all work requirements and scheduling for complete installation of all materials with the department designated point of contact. Coordinate installation with NHC Fallon Facilities Department, following all command policies and procedures. Provide all services, labor, and all tools/equipment necessary to supply and install at Naval Air Station (NAS) Fallon within the NHC. Ensure floor and wall finishes are not damaged during delivery and installation. Any damages will be repaired at the expense of the contractor to the satisfaction of the customer. Be responsible for the cleaning up of work areas immediately after their service have been completed. J.W. Manny Inc. is the sole representative for Eckel Industries of Canada Limited that distributes and performs installations for VA hospitals and military bases throughout the world. Although Eckel’s standard warranty is 2-3 years, J.W. Manny Inc and Eckel offer a special 15-year warranty unique only to the VA hospitals and the military. The warranty for the military is covered if it is installed by the installers to be arranged by J.W. Manny Inc. Services through any third-party vendors will void warranty. All completed work shall be certified to meet OEM specifications. The work shall be performed at: Naval Health Clinic Fallon 4755 Pasture Road Bldg. 299 NAS Fallon, NV 89406 Based on market research, J.W. Manny Inc. is the only source that can meet the Government’s minimum requirements to deinstall and install the Eckel Audiometric Sound Booth at NHC Fallon in working order, to include preventative maintenance, parts replacements, repairs, any necessary modifications/updates, and access to technical support via telephone during working hours. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Naval Health Clinic Fallon, NV. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
