Notice of Intent to Sole Source HT941023N0014 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Safe Place Infant Security maintenance and repair services in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to: RF Technologies Inc 3125 N 126TH ST Brookfield, WI 53005-3115 The North American Industry Classification System (NAICS) code for this requirement is 561621 - Security Systems Services (except Locksmiths); the business size standard is $25,000,000. The Product Service Code (PSC) is J063 - Maint/Repair/Rebuild Of Equipment- Alarm, Signal, And Security Detection Systems. The objective of this sole source award is to procure non-personal services to maintain the Infant Security System (ISS) at NHTP in working order, to include service maintenance, repairs, any necessary modifications/updates, access to technical support via telephone, and shall be Joint Commission and Safe Place (Safeplace.org) accredited. The anticipated period of performance is for base year plus four (4) additional option years (15 March 2023 – 14 March 2028). The Naval Hospital Twentynine Palms (NHTP) requires remote and on-site service maintenance support for the Infant Security System (ISS) within the Maternal Infant Nursing Department (MIND), Multi Service Ward (MSW), and Quarterdeck departments. The general intent is to provide a year-long Service Level Agreement (SLA) that includes 24/7 remote user support, software maintenance updates, VPN Enhanced Remote Diagnostic Support, remote monitoring service, repair parts coverage, discounted on-site, repair labor rate, and on-site repair labor service for the current ISS. The ISS provides infant security, abduction detection, and abduction monitoring within the MIND, MSW, and Quarterdeck areas. The contractor shall perform the following services in accordance with the Statement of Work (SOW). Provide technical phone support, these services shall be available 24 hours a day, seven days a week. Provide software maintenance releases and/or hot patches (fixes) as they become available. The Contractor shall fully support software releases to include corrective maintenance of discovered faults in the software releases, adaptive (product evolution) maintenance, and perfective (product improvement) maintenance. RF Technologies Inc. is the Original Equipment Manufacturer (OEM) and is Joint Commission and Safe Place (Safeplace.org) accredited (EC.02.01.01) required by the OEM, therefore, the technicians performing the service maintenance are certified to work on the equipment. RFT provides the Safe Place certification after completion of maintenance and conducts final testing of system services verifying that the Frequency Identification Devices (RFID) are working with the monitors and wrist, toe tags are syncing. They provide customized radio RFID transmitters as this provides tags to worn on the infant’s ankle or umbilical stump that will provide communication with antennas installed throughout the facility and provide wi-fi technology to hospital staff to keep up with the mission of Naval Hospital Twentynine Palms. RF Technologies Inc. is the only source that can provide the service maintenance required. All completed work shall be certified to meet OEM specifications. The work shall be performed at: Robert E. Bush Naval Hospital 1145 Sturgis Road Twentynine Palms, CA 92278 Based on market research, RF Technologies Inc is the only source that can meet the Government’s minimum requirements to maintain the Infant Security System at NHTP in working order, to include service maintenance, repairs, any necessary modifications/updates, and access to technical support via telephone. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Naval Hospital Twentynine Palms (NHTP). Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
