THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA) Western Markets - Contracting Division (WM-CD) on behalf of Naval Medical Center San Diego (NMCSD), Naval Medical Readiness and Training Command, intends to award a firm fixed price contract on a sole source basis to Brainlab Incorporated, 5 Westbrook Corporate Center, Suite 1000, Westchester, Illinois 60154. The period of performance for the anticipated contract shall be a one (1) year base period and four (4) one (1) year option periods. The anticipated award will be made under the statutory authority permitting other then Full and Open Competition, FAR 13.501(a), Sole Source Acquisitions. The North American Industry Classification System (NAICS) code for this requirement is 541990 - All Other Professional, Scientific, and Technical Services; the business standard is $16,500,000.00. Product Service Code (PSC) R499 Support- Professional (Other). The object of this sole source award is the provide NMCSD Naval Medical Readiness and Training Command is to provide intraoperative neuro-navigation consultation services for the Main Operating Room (MOR) on 1-4 at the MTF, located at 34800 Bob Wilson Drive, San Diego, CA 92134-5000. The requirement includes a full range of duties consistent with their profession, education, training, and experience. Function with an awareness and application of safety procedures. Exercise awareness and sensitivity to patient/significant others’ rights, as identified within the instruction. Note this is not an exhaustive list meant to limit the type of service provided. This list is provided for informational purposes only. This Contract is a non-personal health care services contract, under which the Contractor is an independent contractor and services will be limited to training and guidance of the BrainLab Curve Navigation System and Ario Mobile CT Scanner. Supplier must possess an up-to-date Defense Biometric Identification System (DBIDS) pass to enter the military base. Based on the market research, Brainlab Inc. is the only source that can meet the Government’s minimum requirements to provide intraoperative neuro-navigation consultation services for the Main Operating Room at the Naval Medical Readiness and Training Command. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for NMCSD’s Naval Medical Readiness and Training Command. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 4:30 PM Pacific Daylight Time, 7 February 2023.
