Joint Commission (JC) Physical Environment (PE) and Emergency Management (EM) Standards Workshop
The Defense Health Agency, on behalf of DHA Network Europe, Landstuhl Regional Medical Center, and MEDDAC-Bavaria, seeks commercial training and consultative services for an annual on-site Joint Commission Physical Environment and Emergency Management Standards Workshop. The contractor will provide technical instruction, review and update the seven PE Management Plans and Annual Evaluations, analyze common survey deficiencies, consult on eSOC, and assess U.S. NFPA versus German host-nation fire/smoke barrier door equivalencies. The contract is a single firm-fixed-price award with a 12-month base period from 1 Nov 2026 through 31 Oct 2027 and four consecutive 12-month option periods, for total performance up to five years. Performance will occur on-site at U.S. military installations in Germany—two instructional days per contract year at LRMC in Landstuhl and two at MEDDAC-Bavaria locations in Vilseck/Grafenwoehr/Ansbach—plus one remote consultative day and JTR travel days. Award will be lowest-price technically acceptable, requiring an acceptable instructor with extensive Joint Commission PE/EM, U.S.-German life-safety equivalency, military healthcare/NFPA SME, certified JC Surveyor credentials, and English fluency, with technical, price, and administrative documentation required.
