Justification for Other Than Full and Open Competition – Real Time Location System (RTLS) RFID Asset Tracking and Management Solution (RAF Lakenheath)
The Defense Health Agency intends to award a firm-fixed-price, sole-source contract to Conexus Inc. for a turn-key Real Time Location System (RTLS) asset tracking solution supporting the 48th Medical Group Hospital at RAF Lakenheath, United Kingdom, and associated satellite facilities. The requirement includes active/passive RFID tags, fixed readers, mobile scanning carts, handheld scanners, enterprise server licensing, installation, bi-directional APSR (DMLSS/LogiCole) integration, and recurring software/system maintenance. The action is justified under only-one-responsible-source authority because Conexus is the sole proprietary provider of the Plexus Vision platform, which holds the active ATO on DoDIN/MedCOI and integrates with existing hospital wireless networks and DMLSS/LogiCole. The period of performance is 16 September 2026 through 15 September 2027 for the base period, with options extending through 15 September 2031 if exercised.
