TRICARE Medicare Eligible Program Second Generation (TMEP2)
This is a continuing requirement for health care claims processing, customer support, and associated administrative services—such as TRICARE encounter data submission and provider certification—for dual-eligible Medicare and TRICARE beneficiaries receiving medical services in the United States, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands. The acquisition will be a full and open competition using best-value trade-off procedures under FAR 15.2 and DoD source selection procedures, with a Firm Fixed-Price contract awarded. The period of performance includes a 12-month transition-in base period, seven 1-year healthcare delivery periods, a 12-month transition-out period, and a potential 6-month extension under FAR 52.217-8, for up to 8.5 years total. Legal authorities include USC Title 10, Chapter 55; USC Title 32; and CFR Part 199, covering the benefit structure and programs such as TMEP2.
