An immediate action is required to establish a plan and support implementation of On-Shoring Essential Medicines, Medical Countermeasures, and Critical Inputs Support for the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). This effort is to implement Presidential Executive Order (EO), "Ensuring Essential Medicines, Medical Countermeasures, and Critical Inputs Are Made in the United States", signed August 6, 2020. The end result will provide a roadmap for a capability to ensure DoD can rapidly respond to chemical and or biological threats without relying on foreign entities. The Government has determined that the need to ensure DoD can respond to chemical and or biological threats without relying on foreign entities is of such an unusual and compelling urgency (FAR 6.302-2) that the Government has pursued a sole source procurement for the consultant services described above. The contract will have a Base Period of 30 days, with options to extend services in accordance with FAR 52.219-9 for an additional 120 days. Consistent with FAR 52.217-5 the Government included the cost of options in the total evaluated price.
