High sensitivity COVID-19 antibody testing will be performed 7 days a week, with results to be provided within 24 hours. Expected volume is up to 200 specimens per week. This is a sole source procurement awarded as an exception to full and open competition in accordance with FAR 6.302-1 – Only One Responsible Source and No Other Services Will Satisfy Agency Requirements. Per FAR 6.302-1(b)(1)(ii) this authority is applicable where unique services are available from only one or a limited number of sources, and is applicable to a requirement established for COVID testing at Offutt AFB, where a national-level command post watch is performed 24/7 and personnel assigned to this command post must undertake continuing COVID-19 testing in order to avoid infection of command staff. Contractor’s unique services are: Contractor’s Unique Capability. UNMC is home to the Global Center for Health Security, has one of the nation's largest biocontainment units for purposes of specimen testing. In concert with United Biomedica, UNMC already provides large-scale, high-quality COVID-19 antibody diagnostic testing on thousands of specimens per day. This established capability meets the agency’s specialized test (high sensitivity COVID tests) and volume requirements (up to 200 specimens per week) can be met immediately. Timeliness of Performance. The geographic proximity of UNMC to Offutt (12 miles) provides for a very responsive specimen collection and testing turnaround time that meets the agency’s 24 hour response requirement. The 24 hour test result requirement is necessary for commanders to schedule COVID-cleared personnel to watch assignments. The shorter the interval between sample collection and test results the greater the reliability of the test regime. In accordance with FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation which will be considered by the Agency.
