July 21, 2020 Attached is the RFP Amendment 0001, which revises revises the proposal due date because of logistical concerns from the COVID 19 pandemic, and makes other minor revisions described in the “Summary of Changes” on page 2 of the amendment. May 14, 2020 This is the official release of the Request for Proposal (RFP) for the Active Duty Dental Program 3 (ADDP3) requirement. The ADDP3 is the continuing requirement for dental services, claims processing, and associated customer support services for TRICARE Active Duty Service Members (ADSMs) using full and open competition. The ADDP3 will supplement ADSM dental care provided in the DoD’s Continental United States (CONUS) Dental Treatment Facilities (DTFs), as well as provide dental care to those ADSMs living in CONUS and Outside Continental United States (OCONUS) without access to DTFs. Potential offerors may submit questions by email to the supporting Contract Specialist, Ms. Lauren Robbins at lauren.n.robbins.civ@mail.mil. The Defense Health Agency (DHA) is a joint, integrated DoD Combat Support Agency that enables the US Army, US Navy, and US Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high quality health services to Military Health System (MHS) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS by: Implementing shared services with common measurement of outcomes; enabling rapid adoption of proven practices, helping reduce unwanted variation, and improving the coordination of care across time and treatment venues. The Defense Health Agency (DHA) is contemplating a new single award indefinite delivery/indefinite quantity (IDIQ) dental services contract with fixed unit prices for the Active Duty Dental Program 3 (ADDP3). DHA anticipates that the contract will include a 1-year base period for transition-in, seven 1-year option periods for health care delivery, 1-year for contract phase out activities, and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total allowable period of performance of 9 years and 6 months. DHA anticipates the ADDP3 contract will consolidate the ADDP with the dental requirements of the TRICARE Overseas Program (TOP). The purpose of this notice is to provide potential offerors with the DRAFT ADDP3 Request for Proposal (RFP); attached to this notice are Sections B – M, Section J attachments, and Exhibit A CDT codes. The CONUS CDT code quantities are included in the exhibit (subject to change). The OCONUS CDT code estimated quantities are not available at this time. This posting is intended solely for information and planning purposes only, and is NOT a solicitation. DHA is seeking industry feedback and recommendations on its description of the ADDP3 requirements, and its approach in the draft RFP documents attached. Potential offerors are invited to review the DRAFT RFP documents and provide responses to the attached “ADDP3 RFI 1” questions. Additional questions and comments may be submitted on the attached “Additional Questions and Comments” spreadsheet. DHA requests that responders identify the specific solicitation document, and cite specific paragraphs where appropriate when providing additional questions or comments. DHA will consider industry's comments to revise its approach for the ADDP3 to provide high quality dental support services to TRICARE beneficiaries within the statutory and regulatory limitations governing this entitlement program. DHA requests responders submit any questions or comments about the DRAFT RFP via email to Mr. Jack Diemer, Contracting Officer, jack.r.diemer.civ@mail.mil; include “DRAFT ADDP3 HT9402-20-R-0001” in the subject line. DHA is not issuing a solicitation at this time, and this notice shall not be construed as DHA's commitment to issue a solicitation nor does it restrict DHA to a particular acquisition approach. Any information provided to DHA is strictly voluntary and given with no expectation of compensation, and is clearly provided at no cost to the Government. If DHA issues a solicitation, DHA will conduct any source selection in accordance with the Federal Acquisition Regulation (FAR) 15, as supplemented, at Managed Care - Contract Division (MC-CD), in Aurora, Colorado.
