The Defense Health Agency (DHA) intends to award a non-competitive 8(a) sole source contract IAW FAR 19.805-1(b)(2) and the 8(a) Partnership Agreement between the SBA and the Department of Defense (DoD). This requirement was originally executed pursuant to the Partnership Agreement between the United States (U.S.) Small Business Administration (SBA) and the Department of Defense (DoD) as a competitive 8(a) award and must remain in the 8(a) Program IAW FAR 19.203(c). The proposed source is CCS LINTECH, LLC, 3215 West State ST, Suite 309A1, Milwaukee, Wisconsin 53208 for Information Technology services that consists of non-personal Network Engineering, Local Area Network and day-to-day Information Technology and Telecommunications support for Naval Medical Center, Portsmouth, VA. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to perform at the minimum requirements specified above. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due by 4:00 P.M. EST, 30 August 2024.
