DATA FILE DESCRIPTION: The data file is a "SAS" file. SAS software is needed to open these files. There are 50M+ records. If an interested vendor doesn't have access to SAS, please let us know so that we can break up the SAS dataset into multiple Microsoft Access tables and send those through if needed. A preliminary data extract of claims information (care dates from 1/1/2018 through 6/1/2019) was executed with the following data elements: 1. Care date calendar year 2. Beneficiary zip (masked where appropriate) 3. De-identified beneficiary identification 4. Principal treatment diagnosis 5. Government paid amount 6. Other health insurance amount This data set limited claims to: 1. TRICARE Select enrollment category only; 2. only claims with non-zero government paid amounts (e.g. not denied claims or those fully covered by Other Health Insurance (OHI); and 3. domestic beneficiary zips only NOTE: 1. Beneficiary IDs are de-identified. We assigned unique enumeration for each beneficiary, however the enumeration is masked and not traceable back to the beneficiary ID's. 2. There were several small cell records, so for those small cell records, we de-identified the beneficiary zip codes - reporting only the first 2 digits of the zip and masking the remaining 3. All solutions must be received by 1600 MDT on the closing date to be considered for award. Additional Overview Information This NoA sets forth the FY2018 NDAA 731 Patient Navigator Pilot Program requirements, describes the criteria for selecting solutions, their relative importance, and the method of evaluation, as well as instructions for the preparation and submission of solutions. This NoA is issued under Commercial Solutions Opening authority, which provides for the competitive selection of innovative commercial services. Additional information about Commercial Solutions Openings may be found in Class Deviation 2018-00016, which was authorized under section 879 of the NDAA for Fiscal Year 2017 (Pub. L. 114-328). The award will result in a FAR-covered, commercial Firm-Fixed-Price or Fixed-Price Incentive-Fee contract. DHA intends to obtain innovative solutions or potential new capabilities that fulfill requirements, close identified capability gaps, or provide potential technology advancements. Innovative is defined as any technology, process or method that is new as of the date of submission of a proposal. It also includes any new application of an existing technology, process, or method. Solutions submitted in response to this NoA and selected for award are considered to be the result of full and open competition for purposes of 10 U.S.C. chapter 127 and FAR 6.102. The Defense Health Agency reserves the right to select for award one or none of the solutions submitted in response to this announcement. DHA will not provide funding or reimbursement for costs associated with solution development. Solutions and price proposals (or any other material) submitted in response to this NoA will not be returned to the applicant. It is the policy of the DHA to treat all submissions as sensitive, competitive information and to disclose their contents only for the purposes of evaluation. An applicant may withdraw a solution at any time before award by written notice or by email sent to the Government point of contact (POC) identified in this NoA. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
