THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) anticipates issuing a sole source contract to Accenture Federal Services, LLC (AFS) to develop MedCOP product enhancements and additional capabilities imminently needed to support the United States European Command (USEUCOM) in relation to the on-going regional conflict in Eastern Europe. The performance period is anticipated to commence within approximately 60 days and continue for no more than ten months, and is also anticipated to include the User Adoption task. Upon the basis of known information, AFS, which recently acquired MedCOP incumbent Novetta, Inc. as a wholly-owned subsidiary, performance of the urgent MedCOP requirement is in the government's best interest. No other vendor appears capable of timely fulfillment of the imminent need. Absent the emergence of compelling information to the contrary, selection of an alternative source would be ineffectual at rendering to USEUCOM senior leadership the necessary clear picture of the medical situation at any given time and offering real-time facilities-related operational medicine information inside and outside the medical community, and thus unnecessarily result in the avoidable risks of catastrophic loss of life/limb and/or harm to national security. DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely achievement of the program objectives relating to regional conflict. Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.
