DHA PAE DMS and the EIDS PMO seek commercial solutions for Data Exchange Services operations, sustainment, modernization, and development. The effort supports the Data Exchange Platform (DxP), which processes real-time clinical and operational data with more than 15 external systems and enables secure, standards-based interoperability among DHA, VA, and other Federal healthcare partners. The Government wants to sustain reliable, secure legacy services while modernizing toward scalable, cloud-native, API-driven, standards-based, and AI/ML-ready capabilities. Responses will inform assessment of solution maturity, technical feasibility, commercial viability, and potential acquisition pathways, with proprietary information permitted if properly marked and subject to non-Government advisor access under conflict-of-interest and disclosure clauses.
