A sole source justification in accordance with FAR Part 6 is being processed for this requirement and will be posted when the approval process is accomplished. The Defense Health Agency (DHA), Contracting Division – Defense Healthcare Management Systems (CD-DHMS), intends to award a 12 month Firm Fixed-Price Contract to SpinSys-Dine (SpinSys) CAGE: 9LM17 for provide program management, engineering, IT Operations and cybersecurity support to Enterprise Information Data Solutions Program Management Office. In the best interest of the Government, SpinSys, the incumbent of the current contract, is afforded the opportunity to continue to provide above mentioned support services. The Government intends to award the contract no later than July 31, 2024 Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing these services may be considered by the Agency. Interested parties shall identify their interest and capabilities in response to this synopsis within 7 calendar days of publication and must clearly demonstrate their ability to successfully fulfill all of the above requirements, without duplicating the investment already made. The Government reserves the right not to respond to any expression of interest received. REQUEST FOR INFORMATION (RFI) Enterprise Intelligence and Data Solutions (EIDS) Program Management Office (PMO) Description The Defense Healthcare Management Systems Contracting Division (CD-DHMS) in support of the EIDS PMO is seeking information on how an interested contractor could support the Continuity of Operations requirement. THIS IS A RFI ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the DHMS is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Systems for Award Management website, SAM.gov. Background The EIDS PMO manages the Military Health System (MHS) Information Platform (MIP) which includes data warehouses, data virtualization tools, and visualization solutions as the second largest repository of health-related data in the Defense Health Agency (DHA). Due to the time constraints and the agreed upon timeline for transitioning of services from NIWC to EIDS PMO organic contracts, a bridge is required to support the ability for EIDS PMO to continue operate the MIP until the EIDS PMO can put a long-term strategic contract in place. EIDS PMO is planning a direct sole source one-year bridge award to the vendor currently providing the services for CarePoint, BI Tools, Defense Medical Surveillance System (DMSS), Data Sharing System (DSS), Enterprise Data Quality (eDQ), DAVINCI, Pharmacy Enterprise Data Warehouse (PharmEDW), Clinical Assessments Management Portal (CAMP), Patient Reported Outcomes Clinical Record (PROCR), MHS Population Health Portal (MHSPHP) , Shared Services, Data Solutions, Managed Systems/Software Lifecycle Processes, and Development, Security, and Operations (DevSecOps) alignment. Medical files and information pertaining to beneficiaries must be maintained in compliance with DoD Administrative Instructions No. 15, “Administration Procedures for the Office of the Secretary of Defense Records Management Program.” 3. Requested Information Interested parties should describe how they would provide the basic services required to complete the following tasks How will the interested party perform program management for the period of performance. Include examples of relevant experience. How will the interested party perform technical support to the EIDS PMO for the integration of DevSecOps SAFe integration into all components of the work performed. How the interested party has used these development methodologies in the past. How will the interested party establish systems engineering management across the services they provide. How will the interested party perform operational support for the systems listed in Section 2. How will the interested party establish a 24/7/365 operational team to ensure the systems identified will have minimal unplanned outage time. Identify how the interested party was support a Tier 3 helpdesk to respond to trouble tickets in a timely manner. Interested party should identify how experienced they are with the DOD’s Risk Management Framework and continuous monitoring of systems. 4. Responses Interested parties are requested to respond to this RFI with a white paper. White papers in Microsoft Word for Office 2010 compatible format are due no later than 13 MAY 2024, 10AMEST. Responses shall be limited to 3 pages for Section 2 and submitted via e-mail only to Katelyn.j.oconnor.civ@health.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Summary THIS IS A RFI ONLY to identify sources that can provide Continuity of Operations for the systems and services listed in Section 2. The information provided in the RFI is subject to change and is not binding on the Government. The DHMS has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
