The Defense Health Agency (DHA) - Contracting Division - Defense Health Care Management Systems (CD-DHMS), in support of the Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) Defense Healthcare Management System Modernization (DHMSM) Program Office intends to issue a sole source contract to Health Information Management Systems Society (HIMSS) Analytics of Chicago, Il to conduct assessments to collect, analyze, and distribute essential health IT data related to products, costs, metrics, trends and purchase decisions for the DoD Electronic Health Record (EHR). This will include the Electronic Medical Record Adoption Model Assessment and the HIMSS Usability-specific assessments. The Contractor will use the EMRAM tool to assess the clinical and business analytics capabilities and measure the adoption and utilization of the core Electronic Medical Records (EMR) functions required to achieve a near paperless environment that harnesses technology to optimize patient care and to uncover opportunities for improved utilization. In addition, the contractor will use the EMRAM tool to provide an independent, objective usability assessment that measures the user's capability to achieve a specific set of tasks effectively and efficiently. The EMRAM tools were previously used at MHS GENESIS sites, therefore no other tool can provide an EMRAM score or an EMRAM validation/certification for the identified stages and waves that would allow for a direct comparison across the enterprise. Using other tools would eliminate the usefulness of the comparative metrics. EMRAM uses proprietary, trademarked tools that help the Military Health System determine the user adoption and user efficiency at MHS GENESIS sites. This service will be acquired non-competitively pursuant to FAR 6.302-1(a) (2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing these services may be considered by the Agency. Interested parties shall identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly demonstrate their ability to successfully fulfill all of the above requirements. The Government reserves the right not to respond to any expressions of interest received. Any comments, questions, or concerns regarding this notice may be submitted IN WRITING via e-mail to St. Clair Larry, stclair.larry.civ@mail.mil. No telephone responses will be accepted. Submissions will NOT be reimbursed by the Government and the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only. Any Justification & Approval resulting from a decision to award the proposed sole source action will be posted on this website. All information received in response to this notice that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Submissions will not be returned nor will the Government confirm receipt of submissions.
