The Government intends to evaluate the offer and award a contract without discussions. The offeror's initial offer should contain the best terms from a price and technical standpoint. A written notice of award or acceptance of an offer, to the successful offeror, shall result in a binding contract without further action by either party. The Government may accept an offer, whether or not there are negotiations after its receipt. Offers may be submitted on the attached SF 1449 or on electronic company letterhead that mirrors of the solicitation format. If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that reject the terms and conditions of the solicitation may be excluded from consideration. Offer should be good until 1 Dec 2019. Offers must show -- (1) The name, address, CAGE code and telephone number of the offeror (2) Terms of any express warranty (3) Unit price, extended price by CLIN, and any discount terms to be considered for award.
