The solicitation associated with this notice will not be available until APPROXIMATELY 15 DAYS from the date of this notice. Contractors should not contact the contract specialist or contracting officer seeking the solicitation as it will not be available until APPROXIMATELY 15 DAYS after this notice. The expected issue date for the solicitation is February, 2020. This synopsis is not a request for a proposal, and no proposal submitted in response to this synopsis will be evaluated. No verbal or phone conversations will be accepted. The Defense Health Agency (DHA) has a requirement for the procurement of support to provide strategic, operational and tactical communications support to the MHS Strategic Communications Office, Defense Health Agency, the Office of the Assistant Secretary of Defense for Health Affairs (HA), and their leadership teams. Services include strategic, operational and tactical communications support to meet the challenging communications mission of this dynamic enterprise. The MHS (is committed to providing outstanding quality health services for military personnel, retirees and families to conduct proficiency and excellence in medical research and in providing world class medical education and training. The goals of the MHS are to increase military medical readiness, improve population health, enhance the individual's health care experience and manage the cost of care. The goals of MHS Strategic Communications are to educate and inform the various audiences, and to personalize the MHS for its users. Excellence in communications is key to enabling central strategic coordination and congruence of tactical execution across the MHS. This procurement will be a Small Business set-aside. All responsible Small Business Concerns that meet NAICS code 541820 size standards may submit an offer which will be considered for award. This acquisition will utilizing Federal Acquisition Regulation (FAR) Part 15, contracting by Negotiation procedures, pursuant to Part 12, Commercial Items. The resulting contract will be a single-award firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) services contract with firm, fixed prices and fixed unit prices (CLINs). The projected period of performance is a one-year base period, four (4) one-year option periods, and the potential for a six (6) month extension period, if required, in accordance with FAR Clause 52.217-8, Option to Extend Service. Any interested Contractor must be registered in the System for Award Management (SAM) at www.sam.gov. Any prospective bidder’s SAM registration must include the applicable NAICS code 541820 for this acquisition. Offerors shall be responsible for monitoring the website for amendments to the solicitation until it closes. The RFP must be retrieved and downloaded from beta.SAM.gov at www.beta.sam.gov . No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled. Hand-delivered and mailed submissions of proposals will not be accepted. Proposals must be sent electronically via email submission no later than the date and time specified in the solicitation.
