This requirement is for Defense Health Agency Medical Affairs, Clinical Support Division electronic services and materials required to procure a subscription providing MHS beneficiaries’ access to weekly electronic communications from gestational age of 7 weeks to up to the toddler’s third birthday delivered to the participants’ electronic device of choice. A breastfeeding module will begin at 35 weeks of pregnancy through week 6 of infancy, and then continue monthly from 2 months. This solicitation is being issued as a full and open competition to allow for maximum participation of large and small business entities. Points of Contact. Points of Contract (POC) for this RFP are Cherish Driver, cherish.d.driver.ctr@mail.mil and Robert LeBlanc, robert.e.leblanc6.civ@mail.mil. The Offeror to the solicitation is responsible to ensure receipt by the POC. In accordance with FAR 52.212-1 - Instructions to Offerors Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. The due date for all electronic submissions is May 2, 2020 at 12:00 PM EST. In accordance with Addendum to FAR 52.212-1, Electronic Submittal: Offers shall be electronically submitted via email to the Points of Contact identified above. The firewall utilized by the Government contracting office does not authorize or accept zip files. The email system cannot accept emails with a file size greater than 6 MB. It is the Offeror’s responsibility to ensure electronic submission is received timely by the POCs. This RFP shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Contractors are solely responsible for this RFP’s submission expense. Questions may be submitted to the POC’s via email no later than April 17, 2020, 2 PM Eastern Standard Time (EST). Late or follow-up/additional questions will not be accepted or acknowledged after this date and time. Answers to submitted questions will be provided via solicitation amendment and posted to beta.SAM.gov. Answers will not be provided via email. It is the responsibility of the offerors to monitor best.SAM.gov for the list of questions and answers and for any future solicitation amendments.
