The Defense Health Agency (DHA) intends to award a contract to Booz Allen Hamilton, Inc., on a noncompetitive basis for up to 6 months of services supporting the transitional Intermediate Management Organization (tIMO). Services include program management, logistics planning, information technology administration, personnel administration, patient safety, quality assurance, risk management, medical management, records management, and Health Insurance Portability and Accountability Act compliance support. Section 702 of the National Defense Authorization Act for Fiscal Year 2017 (Public Law 114-328) mandated a transformation of the Military Health System, including transfer of authority, direction and control of certain military treatment facilities (MTF) from the military services to the DHA. The tIMO oversees the initial transfer of MTFs into the DHA market structure. The tIMO was scheduled to disband following activation of the first four markets on October 1st, 2019. In July, 2019, the agency directed a continuation of tIMO operations in response to leadership concerns with transition readiness. As the tIMO has already begun drawdown of its workforce, it requires immediate support for continued operations. Booz Allen Hamilton supported transfer planning efforts under an existing task order and is well versed on the administrative and programmatic aspects of the tasks required to complete transfer. No other contractor could provide the services without a transition period and a competitive award at this time would significant delay and impact continued tIMO operations. In accordance with FAR 5.102(e), firms not solicited under this requirement may request a copy of the solicitation, but are advised that the agency intends to authorize other than full and open competition under FAR 6.3. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is not a request for quotes or proposals. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the DHA transition initiative. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
