THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor shall the Government pay for information resulting from this posting. The Defense Counterintelligence and Security Agency (DCSA), 27130 Telegraph Rd, Quantico, VA 22134, has an ongoing requirement for requisite Case Processing Operation Center (CPOC) services related to Federal background investigations. The required CPOC services are for functions essential to the completion of background investigations on behalf of the Federal Government. The technical components for this requirement include the following high-level objectives: Telephone and Switchboard Services Case Processing, to include Application Ingestion, Case Maintenance, Item Level Processing, and Post Closing Program Management National Background Investigation System (NBIS) Implementation Support as it pertains to CPOC The required services may be performed in Boyers, PA, St. Louis, MO, and/or other Government approved sites. The procurement is a 100% Small Business Set-Aside. The Government reserves the right to further set-aside this solicitation for a small business socioeconomic contracting program at the time of solicitation issuance. The North American Industry Classification System (NAICS) Code for this requirement will be 561611, Investigation & Personal Background Check Services, with a size standard of $25 Million. The Product Service Code (PSC) will be R499, Support, Professional, other. The resultant contract will be effective with a Base Period of Performance of twelve (12) months, with four (4) twelve (12) month Option Periods to extend the contract at the Government’s discretion. The Government intends to award a Hybrid type contract with Firm-Fixed-Price and Labor Hour CLINs in accordance with all terms, conditions, and provisions within the contract. The tentative issue date for the actual solicitation, HS002125RE001, is 30-60 days from this posting. Proposals will be due no less than thirty (30) days after the issuance of the solicitation. The solicitation will be released through the following site only: https://www.sam.gov. Technical documents which are not available on sam.gov due to their sensitive nature will be made available at a physical reading room after the solicitation is released. Please note, interested parties will be required to provide a Non-Disclosure Agreement prior to gaining access to a reading room. The Government will provide instructions on how to access the reading room(s) with the solicitation issuance. The Government anticipates reading rooms at Fort Meade, Maryland and another location yet to be determined, but reserves the right to change these locations.
