Defense Counterintelligence Security Agency (DCSA) requires a Commercial-Off-the-Shelves (COTS) or modified COTS web-based application that can be downloaded onto desktop and mobile devices, and allows the Government to control and update content flowing to the mobile application without intervention from the contractor or third party. The web-based application should support a minimum of 1,000,000 users and is accessible/run on both iOS and Android devices. The Insider Threat Application must meet all the requirements of the specification list in Section C of this combined Synopsis/Solicitation. The Government will only consider web-based application that is commercially available and if required, could also be modified to meet the requirements of the specification list in Section C of this combined Synopsis/Solicitation. *This is a follow-on requirement for the Government for which Request for Quotes (RFQ) are being solicited in accordance with Federal Acquisition Regulation (FAR) 13.106.*
