Amendment 02 – HS002122R0021 / September 15, 2022 This amendment incorporates the following revisions in DCSA RFP_HS002122R0021_Commercial Testing Services_A02 Section A (Table) – Updates the deadline for submission of proposals to September 22, 2022 at 11:00 AM ET. Section L.5.3 – Updates the deadline for submission of proposals to September 22, 2022 at 11:00 AM ET. ****************************************************************************************************** The Defense Counterintelligence and Security Agency (DCSA) has a non-personal services requirement to provide life-cycle candidate management and assessment administration services to support the Department of Defense (DoD)'s security workforce through its nationally accredited SP?D Program as specified in the performance work statement. The DoD SP?D Program Management Office (PMO) manages the program, which currently includes six certifications and three specialty credentials, with the potential for future certifications and credentials based on community direction and program requirements. The program is executed as a part of security workforce development in accordance with Executive Order 13434, National Security Professional Development, and by Congressional mandate. Service requirements for this procurement include candidate management system support, assessment administration, digital badging, technical support, and program management. The Contractor shall accomplish role-based access, data storage, data reporting, system interface capabilities, data transfer services, customer service, digital badging system administration, Assessment center management and administration, assessment proctoring, reasonable accommodations, program management, and training DCSA staff on all systems and tools. The Government intends to award a single firm-fixed-price contract on a lowest price technically acceptable (LPTA) basis for Commercial Testing Services. The anticipated period of performance is September 30, 2022 - September 29, 2027, which includes one (1) 12-month base period and four (4) 12-month option periods. Acceptance and delivery will be FOB destination. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710, the small business size standard for which is $21 million. No set-asides are applicable to this solicitation.
