NOTICE OF INTENT TO SOLE SOURCE - HS0021-21-R-0014 Please see below for details surrounding the Government’s intent to award a sole-source contract to the Computer Application Services Incorporated (CASI) Software. This contract includes a requirement for necessary maintenance to support the IBM mainframe on the Defense Counterintelligence Security Agency (DCSA) server. The period of performance is for three (3) 12-month periods. The sole-source determination will be posted to the Federal Business Opportunities post-award. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation information required by FAR 5.2 Synopsis of Proposed Contract Actions. The DCSA intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. DCSA has a requirement to contract directly with CASI Software in order to meet the maintenance needs of the perpetual licenses already procured and integrated within the DCSA mainframe. The maintenance is specific to the JES2FTP and RPL licenses which are proprietary to CASI Software. These products and the maintenance thereof allow for electronic delivery services in support of the background investigation mission. The purpose of this action is to inform the industry of DCSAs intent to sole-source a contract with CASI Software. The applicable NAICS code for this requirement is 511210 "Software Publishers" with a business size standard of $41.5M. The requirement will be delivered to Boyers, PA (location of the mainframe). This notice of intent is not a request for competitive proposals. DCSA Acquisition and Contracting, Quantico, Virginia, is the contracting activity.
