The Performance Work Statement in Attachment 1 has been updated in response to questions received. The current version is dated January 22, 2024. The proposal due date is changed from January 31, 2024 to February 7, 2024. The time remains the same. DARPA has a requirement for a non-personnel services contract to provide consulting services in the areas of organizational change and alternative workforce model development. Support includes necessary staff, processes and tools to conduct baselining and benchmarking efforts along with experimental design, data collection and analysis, and development of recommendations along with proposed implementation plans. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. Two contract awards will be issued from this solicitation. This solicitation number is HR001124R0002 and is a Request for Proposal (RFP). Questions to this solicitation are due via email by 8:00 AM Eastern Standard Time on Monday, January 15, 2024. Proposals must reach the Contracting Officer via email by 10:00 AM Eastern on Wednesday, January 31, 2024. This is an unrestricted competitive procurement.
