Under this effort, Systems Planning and Analysis, Inc (SPA) will provide agency-wide analysis and assessment services; which will assist in program maturation, demonstrations, experiments, concept of operations (CONOPS) and prototype development. Analysis and assessment includes the use of a proprietary modeling tools to simulate complex systems to test the various experiments and prototype developments that DARPA cultivates. The requirement also calls for experience and expertise in Naval and Joint Warfare analysis, CONOPS development, and expertise in strategic and operational military value of new technologies or alternative applications of existing technologies.
