US Army High Altitude Intelligence, Surveillance, and Reconnaissance (HA-ISR) Support

The U.S. Army Contracting Command–Aberdeen Proving Ground, on behalf of HQDA G-2, intends to award three firm-fixed-price sole-source contracts to SNC, L3Harris, and MAG Aerospace to support the interim transition of legacy COCO airborne ISR platforms to a GOGO model. The intended awards cover two ATHENA S aircraft from SNC, one ARES aircraft from L3Harris, and two ATHENA R aircraft from MAG Aerospace. The Government justifies sole sourcing because these OEMs own the proprietary aircraft and mission systems, hold Army Airworthiness Releases, and are the only sources able to avoid hundreds of millions of dollars in non-recurring engineering costs and unacceptable delays. The requirement includes uninterrupted airborne ISR capability, integrated SIGINT/sensors/datalinks, cleared personnel (about 85% TS/SCI), and secure facilities, with a stated November 2027 deadline for the transition approach. Interested responsible sources may submit a capability statement demonstrating they can meet the requirement without substantial duplication of cost or delay.
