The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to authorized commissary patrons. DeCA’s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness. This non-personal services requirement is for doorstep delivery from the commissary to the doorstep of authorized commissary patrons. Doorstep Delivery is a nationwide effort for Continental United States (CONUS) Commissaries. This procurement will be specifically for commissaries located in the Central Area, which consists of 26 mandatory locations and 32 optional locations. Doorstep delivery service is expected to commence at top performing (eCommerce sales) commissaries (26 mandatory locations) after successful integration into DeCA’s eCommerce platform, with an expectation to expand to the remaining commissaries (32 optional locations) following award. The Defense Commissary Agency (DeCA) uses an Enterprise Business Solution (EBS) to support all of DeCA’s business operations, to include retail, back office, and support. DeCA’s online shopping portal, operated as “Commissary CLICK2GO®” (CC2G), is currently available at 235 Commissaries worldwide and allows eligible patrons to purchase groceries online and pick up curbside at the patron’s local commissary or receive local delivery at limited locations. The DeCA ecommerce application has the ability to support ecommerce grocery delivery services at all Commissary locations, providing additional access to the benefit for eligible patrons. Attached to this synopsis is a draft version of the Statement of Work (SOW) for this requirement along with a draft Attachment A, which is a list of DeCA Central commissaries, both mandatory and optional, for this requirement. This acquisition will be solicited as 100% Small Business and offerors are required to propose on all locations identified as mandatory and optional. The solicitation is expected to result in one contact award for the Central area. The anticipated Period of Performance (PoP) is a Base Year of June 1, 2024 – May 31, 2025 with four one-year option periods through May 31, 2029. The applicable North American Industrial Classification System (NAICS) number is 492210, Local Messengers and Local Delivery, with a Small Business Administration (SBA) size standard of $34 million.
