This notice does not constitute a commitment by the Defense Commissary Agency (DeCA). Market research is being conducted to determine interest and capability of potential sources for this requirement. The information gathered for market research will be vital in the formulation and set-aside status of the solicitation. The Defense Commissary Agency (DeCA) has requirement for a gift card supplier who is also capable of providing a service that is compatible with a turn-key program, that is currently in place. Gift card services offered must be comparable to retail supermarket programs, giving patrons an alternative to cash, check, or certificate gift giving. The gift card service must be suitable to accommodate the current gift card program and activate previously sold cards. Systems utilized in the gift card distribution and activation process must be compatible with the current POS systems as well as those of AAFES and NEX POS. Program will support all commissary locations worldwide. Supplies may be solicited as a 100% small business set-aside under NAICS 522320 (Size Standard: $41.5 million). Please note that all contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. FAR and DFARs representation and certifications must be completed in SAMs. The website to register is https://www.sam.gov.
