The PP&A requirement will consist of supporting the MDA with advisory and assistance services supporting all acquisition management, earned value management, international affairs (to include foreign military sales), schedule integration and analysis, and strategic administrative services/assistance for MDA’s integrated, layered Missile Defense System (MDS). The requirements in this Request for Proposal (RFP) are for Agency-wide PP&A services directed by the MDA Director for Acquisition (DA). The RFP for the TEAMS-Next PP&A contract is available for review. The release of this RFP is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this RFP. The MDA intends to competitively award a single Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract based on a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition will be 541330 (Engineering Services) under the Military and Aerospace Equipment and Military Weapons Exception with a Small Business Size Standard of $41.5M. The contract will be for a base period of 3-years, with two 1-year options, and one 6-month option. To be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102.
