This corrects an inconsistency as the SOW earlier correctly states a 15 calendar day transition period. This amendment also removes the option for an in-person proposal delivery and changes the definition of a timely proposal delivery from "The delivery must be received prior to 4:00pm central time on Monday, April 6, 2020. Late submissions will not be accepted. The proposal and electronic copies shall be sent or hand carried to the PCO address showsn above." to "The complete proposal package must be physically delivered via mail and must be postmarked by Monday, April 6, 2020. Proposals postmarked later than the 6 April 2020 suspense will be considered late and will not be accepted. The proposal and electronic copies shall be mailed to the PCO address shown above." Thus, the proposal suspense for the C3PO requirement will be extended through 6 April 2020. Final RFP/Solicitation Synopsis - The Missile Defense Agency (MDA) has a Contracting, Compliance, Cost/Price, and Operations (C3PO) requirement under the Technical, Engineering, Advisory, and Management Support-Next (TEAMS-Next) acquisitions. The C3PO requirement consists of executive-level research, analysis, advice, and product development in the areas of contract policy/compliance; contract pricing; contract support; contract operations; procurement operations support; small business program support; and program support. The Request for Proposal (RFP) for the C3PO contract is available for review. An Offeror’s Library will be made available upon request. MDA intends to competitively award a Cost-Plus Fixed Fee Level of Effort (CPFF-LOE) contract to a single source based on a total small-business set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services. The contract will be for a base period of two years with three, one-year options and a fourth 6-month option should the Government need to extend services in accordance with FAR 52.217-8. Pre-solicitation Notice HQ0858-20-R-0001 Contracting, Compliance, Cost/Price, and Operations (C3PO) This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure services to support contracting, procurement, and small business operations for the Missile Defense Agency. This includes executive-level research, analysis, advice, and product development in the areas of contract policy/compliance; contract pricing; contract specialist; contract operations; procurement operations support to the Acquisition Directorate (DA); small business program support to the Office of Small Business Programs (OSBP); and program support to the Consolidated Support (CS) Program Management Office (PMO). Contract compliance support includes areas such as Procurement Management Review (PMR) preparation, policy compliance reviews, contract policy promulgation/implementation, and source selection advisory support. Contract operations support consists predominantly of E-business service desk and system administration support to CT; Contract pricing support consists of cost/price analyst functions, including cost/price analysis of sole source and competitive proposals. Contract specialist support includes contract execution, advisory support to program offices, and assistance in preparation of required procurement documentation. Procurement operations consists of support to DA in the following areas: support agreements, Inter/Intra-Agency Acquisition Requirements (IAR), Services Requirements Review Board (SRRB); Acquisition Strategy Panel (ASP) and Acquisition Strategy Board (ASB); and executive-level support to DAP. Program support to SB consists of support in areas of outreach, small business forums, OSBP portal/web administration, Mentor-Protégé and subcontracting oversight. Program support to CS consists of core database management and portal support functions, records management, scheduling, and staff action coordination. This requirement will be solicited as a 100% small business set-aside using source selection procedures in FAR Part 15. MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract. The North American Industry Classification System (NAICS) code for this acquisition will be 541611 (Administrative Management and General Management Consulting Services) and the Small Business Size Standard will be $16.5 Million. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of two (2) years and three (3), one-year options. This requirement will use best value trade off procedures in determining the successful offer. The places of performance include: Huntsville, AL; Dahlgren, VA; and Fort Belvoir, VA. It is anticipated that the solicitation will be posted on or about 15 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date.
