The NDSA’s operational utility is predicated on the availability of a ubiquitous data and communications Transport Layer provided by a proliferated constellation of relatively small, mass-producible space vehicles (SVs) in low Earth orbit (LEO). SDA is seeking Operations and Integration (O&I) support for the T1TL constellation as well as future capability layers and tranches from two redundant, geographically seprated, and potentially Government owned and Contractor operated (GOCO) operation centers. The Contractor will demonstrate the capabilities to manage, operate, maintain, and provide logistical and general support for the T1 O&I. The T1 O&I Request for Proposal (RFP) is attached. To receive Attachment 1 (Statement of Work and Technical Requirements Document) and the T1 O&I Bidder’s Library, please send an email to osd.pentagon.ousd-r-e.mbx.hq085022r0002@mail.mil with the subject line “SDA T1 O&I RFP Attachment Request.” Please include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. Additionally, please note that the CONOPS document (within the Bidder's Library) will be made available at a future date (EST January 24, 2022). A separate email request must be submitted to receive the document. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. Proposals received after 1200 PM 24 February 2022 (Volumes I-VI) and 1200 PM 3 March 2022 (Volume VII) will be considered late and not evaluated. If any part of the submission is late, all parts of the proposal will be removed from consideration. See Attachments for details.
