Washington Headquarters Services (WHS)/ Acquisition Directorate (WHS/AD) is releasing this solicitation electronically only, on the Department of Defense (DoD) Solicitation Portal in the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil/. Offerors will be notified of any and all applicable amendments to this solicitation electronically via PIEE. Offerors shall submit their proposals electronically through PIEE. Any proposal received after the due date and time specified for receipt will be considered late and will be rejected. This requirement is for a non-personal services contract to provide Dining Facility Support Services for George C. Any vendor that intends to submit a proposal for the pending s... This is a notice that a MANDATORY pre-solicitation site visit will be conducted for the George C. Marshall Center (GCMC) Dining Facility. Any vendor that intends to submit a proposal for the pending solicitation for this requirement is required to attend. SITE VISIT: 1. The site visit is MANDATORY and a REQUIREMENT to this solicitation. NO EXCEPTIONS. 2. The George C. Marshall Center (GCMC) Dining Facility site visit/walk will be conducted on Friday, January 26, 2024 from 2:00 – 4:00PM Central European Standard Time (CEST). Offerors will tour locations associated with this solicitation. 3. Contractors shall submit the names of all attendees (not to exceed 2 individuals) from each prospective contractor via email to: Primary point of contact: Mrs. Myra M. Freeberg at myra.m.freeberg.civ@mail.mil “AND” Secondary point of contract: Mrs. Kristin Mulvaney at kristin.f.mulvaney.civ@mail.mil. 4. Submission of names shall be emailed before/by Thursday, January 18, 2024 at 11:00AM ET. 5. Contractors shall affix the following as the email’s subject line: HQ084724R0001 GCMC Dining Facility Services Contract Site Visit 6. Attendees should bring two ID’s, one of which must be photo identification. It is recommended that individuals traveling to GCMC Dining Facility, located on Artillery Kaserne in Garmisch, Germany, arrive early to process through the gate. Entry shall be coordinated through the Contracting Officer’s Representative (COR) CPT David Newman. 7. No questions will be permitted during the site visit; all questions shall be submitted in writing. 8. Questions submission: To be determined on the posted solicitation. 9. Responses to all questions will be in the form of an amendment and will be posted on the government wide point-of-entry site, PIEE/SAM.gov, at https://piee.eb.mil / https://sam.gov . No telephonic requests will be accepted. The Government will only respond to timely written questions and those Q&A’s will be incorporated in a written amendment to the solicitation. 10. All prospective offerors are permitted to take notes. Photos, drawings, and measurements are not permitted during the site visit. 11. Contractors are urged and expected to inspect the site where services are performed and to satisfy themselves regarding all general and local condition that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. 12. Person(s) attending the Site visit are requested to arrive at Artillery Kaserne to obtain passes at Visitors Entrance Gate no later than 30 minutes prior to the start of the site visit in order to allow time to process through the multiple levels of security. 13. After entering through the first gate, it is a short drive to the Dining Facility building. Persons attending the site visit will be escorted back to the Visitor’s entrance at the conclusion of the site visit. All visitors must follow the rules and regulations as well as direction of Government personnel.
