The purpose of this announcement is to synopsize the upcoming release of solicitation to provide Advanced Reconfigurable Manufacturing for Semiconductors (ARMS) Foundry and Integrated Circuits Manufacturing Support Labs (ICM-SL) sustainment; includes equipment and operations support. The Defense Microelectronics Activity (DMEA) is located at 4234 54th Street, McClellan, CA. The ARMS foundry utilizes advanced semiconductor solutions to resolve obsolescence issues, add capability, improve performance, improve reliability, improve maintainability, and improve availability of microelectronics-based weapons systems. The contractor shall be able provide support for the ARMS Foundry and ICM-SL through resources, equipment and operations sustainment activities. Additionally, this contract will provide recommendations that enhance and/or support ARMS Foundry and ICM-SL activities for the processes that are installed or are being installed. Any personnel working on site shall comply with all site access requirements at DMEA. Key on-site personnel shall be required to obtain and maintain a Secret clearance. The proposed contract type is anticipated to be a cost plus fixed fee, with a duration of 2 years (base year with a 12-month option). This Notice is relative to the North American Industry Classification System (NAICS) 334413, Semiconductor and Related Device Manufacturing. The Small Business size standard for NAICS 334413 is 1,250 employees. This will be a 100% small-business set-aside, solicitation number HQ072721R0001. This is a synopsis only for DMEA Manufacturing Sustainment solicitation, anticipated within 15 days of this synopsis. Proposals are anticipated to be required within 30 days of solicitation posting and will include a site visit. The timeline provided in the synopsis is subject to change and is not binding on the Government. DMEA has not made a commitment to procure any of the items discussed, and release of this synopsis should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
