The Defense Microelectronics Activity (DMEA) is located at 4234 54th Street, McClellan, CA. DMEA is a microelectronics laboratory that relies heavily on extremely complex and precise electronics equipment. Any power interruption from the utility causes significant damage to equipment and a loss of productivity. The 40-year-old electrical infrastructure has exceeded its useful life and needs to be replaced with a new robust system that will provide continuous, uninterruptible power to the facility and is impervious to any utility interruptions. The electrical system must be resistant to utility interruptions and outages, and provide quality power to a critical facility that relies heavily on extremely sophisticated and sensitive electronics equipment. The contractor shall use a design-build methodology to replace the electrical infrastructure in Building 1. Tasks include: Architectural and Engineering Design Incoming service and switchgear replacement Replacement of existing equipment Generator distribution replacement Uninterruptable power supply (ups) distribution replacement Qualification Requirements: The contractor shall design and install the replacement electrical infrastructure under the supervision and approval of a Registered Professional Electrical Engineer. The contractor shall provide a valid Professional Engineer’s (PE) seal on all drawings. Any personnel working on the electrical system must be from a firm with a valid C10 “Electrical Contractor” license from the State of California Contractors State License Board. All engineering services required for this project shall be performed by licensed engineers registered in the State of California. All contractor personnel on-site at DMEA must be US citizens. The DMEA facility is access controlled and all personnel are required to have a background check in advance of working at the site. Offerors must sign a Non-Disclosure Agreement in order to receive a Technical Exhibit that includes the one-line diagram and map of the facility. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The proposed contract type is anticipated to be a fixed-price with prospective price redetermination, with a duration of 5 years. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330(Service Code N061) and the small business size standard is $15 million. This will be a 100% small-business set-aside, solicitation number HQ072720R0005. This is a synopsis only for Building 1 Electrical Replacement solicitation, which is anticipated to be released 15 days of this synopsis. Proposals are anticipated to be required within 30 days of solicitation posting and will include a site visit. The timeline provided in the synopsis is subject to change and is not binding on the Government. DMEA has not made a commitment to procure any of the items discussed, and release of this synopsis should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
