The Defense Media Activity is seeking potential sources for: : LionsGate This requirement allows DoD programing access to all : : LionsGate The contractor shall provide broadcast rights to its television programming licensed by : LionsGate aired on various channels throughout the United States to AFN-BC to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks and/or websites License Agreement.It is anticipated that the estimated annual usage will be between 1,000 hours of television programing for each year. CONTRACT/PROGRAM BACKGROUND: Contract Number: HQ0516- Contract Type: FFP Incumbent and their size : LionsGate - large Method of previous acquisition: Sole Source Award Provide Brief description of the current program/effort: The Contractor shall provide proprietary program and movie licensing and materials for base year plus 4 option years from 01 September 2019 to 31 August 2024. This action is to acquire the broadcast distribution rights for television programming material. The materials will enable the American Forces Networks (AFN-BC) to support the American Forces Network (AFN) mission. This mission is to provide balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of DoD personnel stationed overseas and their family members. This programming has been selected in response to requirements established by the military services and AFN survey data on interest/trends/likes/dislikes. It is also required to ensure the accomplishment of the AFN mission to effectively communicate command information to DoD personnel stationed overseas and their family members, while simultaneously providing the level of entertainment needed to make a positive impact on their morale. It will also provide the most efficient medium to ensure the effective communication of information messages inserted within the program as spot Anticipated Time Frame: September 2019. Place of Performance: DMA Fort Meade, MD REQUIRED CAPABILITIES: The Defense Media Activity (DMA) is seeking authorized sources to acquire a broadcast rights to its television programming licensed by LionsGate. The Contractor shall provide AFN access, distribution and technical/program support services (i.e. formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide feeds of programming to which the Contractor does not hold distribution rights, such as sports, awards shows and other programming for which third parties own distribution rights, and for which LionsGate exclusively maintains all other rights related to the broadcast of such programming, AFN shall obtain from the underlying program rights holder such additional distribution rights, to include authorizations and clearances necessary to enable AFN to broadcast such programming. The Contractor shall make reasonable efforts to advise AFN of the underlying rights holders but failure to do so will not relieve AFN of its obligation to secure needed permission for distribution. It will be the responsibility of AFN to provide the Contractor with documented evidence of such distribution clearances and/or other associated rights when necessary. This purchase of the programming is to enable the American Forces Network - Broadcast Center (AFN-BC) to support the American Forces Network (AFN) mission. AFN currently support troops around the world and afloat. ITEM NO 0001 Television Programming - Base Year \FFP The Contractor shall provide AFN access, distribution and technical/program support services (i.e. formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide broadcast rights of its television programming to AFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks and/or websites. LICENSE PERIOD: SEPTEMBER 1, 2019 through AUGUST 31, 2020. ITEM NO 0002 Television Programming - - Option Year (1) FFP The Contractor shall provide AFN access, distribution and technical/program support services (i.e. formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide broadcast rights of its television programming to AFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks and/or websites. . LICENSE PERIOD: SEPTEMBER 1, 2020 through AUGUST 31, 2021 ITEM NO 0003 Television Programming - - Option Year (2) FFP The Contractor shall provide AFN access, distribution and technical/program support services (i.e. formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide broadcast rights of its television programming to AFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks and/or websites. LICENSE PERIOD: SEPTEMBER 1, 2021 through AUGUST 31, 2022 ITEM NO 0004 Television Programming - Option Year (3) FFP The Contractor shall provide AFN access, distribution and technical/program support services (i.e. formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide broadcast rights of its television programming to AFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks and/or websites. LICENSE PERIOD: SEPTEMBER 1, 2022 through AUGUST 31, 2023 ITEM NO 0005 Television Programming - Option Year (4) FFP The Contractor shall provide AFN access, distribution and technical/program support services (i.e. formats, promotional materials, associate director listen lines) only to those programs to which the Contractor has the distribution rights. Should AFN request that the Contractor provide broadcast rights of its television programming to AFN to reproduce and distribute, provide live feeds or recorded copies of authorized programs and provide access to affiliate information data networks and/or websites. LICENSE PERIOD: SEPTEMBER 1, 2023 through AUGUST 31, 2024 SPECIAL REQUIREMENTS: This is an all or none requirement. DMA is seeking a vendor that can provide all of the services. We will not break this requirement up to meet this requirement. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 515120, with the corresponding size standard of $38.5M. This Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
