The purpose of this Sources Sought is to gather information from industry partners to identify a unified contract solution to obtain, maintain and manage performing rights licenses for AFN to broadcast literary, dramatic, musical, and artistic works within the countries of Germany, Italy, Belgium, Spain, and Portugal. Maintaining broadcast usage rights is required through the performing rights societies of the signatory countries under the Berne Convention. All signatory nations, including the US must pay a fee to the in-country organization established to collect royalties for the right to perform commercial works in that country. The specific performing rights organizatrions are: Gesellschaft für musikalische Aufführungs- und mechanische Vervielfältigungsrechte (GEMA), Società Italiana degli Autori ed Editori (SIAE), Société d'Auteurs Belge – Belgische Auteurs Maatschappij (SABAM), Sociedad General de Autores y Editores (SGAE), and Sociedade Portuguesa de Autores (SPA).
