The Law Enforcement Automated Data System, (LEADS) serves as the electronic communication network for Ohio’s criminal justice communities. LEADS is used by law enforcement, courts and prosecutors across the state to inquire on information about driving records, vehicle ownership and outstanding warrants. Through the LEADS connections to other agencies, users can review drivers’ license images, past criminal histories or parole status. LEADS also serves as the gateway to the National Crime Information Center, (NCIC). Through NCIC, LEADS users have access to the same information on a national and international level. Further access through LEADS to the International Justice and Public Safety Network enables fast electronic communications with criminal justice agencies internationally. DFAS’ Internal Review Criminal Investigations Branch special agents (criminal investigators) use LEADS to obtain real-time information on suspects of investigations to include, but not limited to drivers’ license images, past criminal histories and outstanding warrants. The information obtained through LEADS will be used during the conduct of official investigations impacting DFAS or with a DFAS nexus, in order to resolve allegations and to obtain information that may impact investigator safety. The period of performance for this requirement is from 01/01/2022-12/31/2026
