DFAS is seeking to learn from Industry what commercial off the shelf (COTS)1 software products can meet DFAS’ need for a software tool that can compute federal and state tax withholdings in every state in the United States (including US territories). The Defense Joint Military Pay System is seeking to utilize a COTS product to provide such functionality. We are not interested in purchasing services to develop, configure or other such activities on software.
