Note: The Missile Defense Agency (MDA) intends to award a sole source contract valued at $8.9M ($1.7M annually) to a small business Secotec,Incorporated (Secotec) of 4935 Century Street NW, Suite 201, Huntsville, Alabama, for Infrared Kill Assessment System Data Link Test Engineering, Range Advanced Encryption Standard Decryptor Maintenance and Operation, and Lethality Payload and Hit Detection Systems Design and Development for Aegis BMD Flight Test Missions. This is a follow-on to contract number HQ027617C0001. The anticipated contract will be an Indefinite-Delivery-Indefinite-Quantity (IDIQ) task order contract and will consist of a five year ordering period. Under this contract, Secotec will continue to upgrade and deliver incremental modifications to the Kinetic Warhead Image Processor for Standard Missile-3 Block IIA missile applications. After assessment and implementation of required upgrades for future flight tests, Secotec will perform test engineering and test readiness functions in support of timely Aegis BMD Flight Test Mission execution. Secotec will continue to perform updates between every Flight Test, as well as ongoing assessment and maintenance duties. Secotec is the owner of the technical data rights associated with the product that is not otherwise available to the Government. As such, they are the only source with the requisite knowledge, expertise and experience to perform upgrade services and ensure proper test execution in the required timeframe necessary to meet mission requirements. This expertise cannot be attained from another source without substantial duplication of costs and a delay in fulfilling the Agency's requirements. The MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulations 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. If there is a contractor who reasonably believes it can execute this request without incurring substantive duplication of costs and fulfill the MDA's request without experiencing unacceptable delays, please submit a capability statement (not to exceed ten (10) pages) electronically to secotecfollowon@mda.mil by the stated response date.
