This is a notice of intent to award a contract modification using Other than Full and Open Competition. The Missile Defense Agency intends to modify HQ0147-17-C-0032 to award a sole-source contract modification to Lockheed Martin Missile and Fire Control (LMMFC) for the production of the Heavy Expanded Mobility Tactical Trucks (HEMTT) for an amount estimated at $34 Million. An acquisition strategy has been approved to solicit and negotiate with LMMFC under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. LMMFC is the prime contractor (provider and integrator) for the Terminal High Altitude Air Defense Weapon System. LMMFC was under contract initially for system development, and is currently under contract for manufacturing and production. No other source possesses the extensive knowledge, experience, facilities and/or equipment to meet the Government need at this time. Additionally, the 2021 National Defense Authorization Act authorized subject to the availability of appropriations the obligation and expenditure of a specific dollar amount to execute a Life-Time buy of HEMTTs and associated trucks in support of a THAAD battery. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
