This is a notification that the Missile Defense Agency (MDA) intends to award a sole source, modification under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy the Agency requirements. This modification will be awarded to Orbital Sciences Corporation (OSC), 3380 S. Price Road, Chandler, Arizona, to provide ICBM capability upgrade to include development, integration, and launch support services through Fiscal Year 2024 (FY24). Only OSC is capable of delivering the applicable IRBM/ICBM kits and associated support services without requiring additional non-recurring costs. This effort is currently being performed on contract HQ0147-11-C-0006 which expires on December 31, 2019. This notice is not a request for proposals. This action will result in a modification to the current contract which is necessary to allow for continuity of critical ICBM test missions. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted. All responses must be received no later than September 28, 2017, 2:00 pm, central time and should be submitted to Ms. Karen Hillstead, Contracting Officer, via email Karen.Hillstead@mda.mil. The Missile Defense Agency (MDA) is pleased to announce the modification of contract HQ0147-11-C-0006 (P00221) for the sole source award of the Intercontinental Ballistic Missile (ICBM) Target Kits to Orbital Sciences Corporation (a wholly owned subsidiary of Northrup Grumman Innovation Systems), Chandler, Arizona (HQ0147-11-C-0006). The cost-plus-award-fee, fixed-price incentive modification has an awarded value of $34,239,122. This contract modification will provide three (3) additional ICBM Target Kits and associated support services. The value of the contract is being increased from $1,103,811,081 by $34,239,122 to $1,138,050,203.
