Area of Interest: OSW Cost Assessment and Program Evaluation (CAPE) Modeling and Simulation

Notice ID:HQ003427AOI5

The Department of War (DOW) Cost Assessment and Program Evaluation (CAPE) seeks a next-generation modeling and simulation architecture to replace its legacy, time-intensive AFSIM-based environment and support executive-level defense program and warfighting analytics. The target solution must integrate a high-performance simulation execution layer, a machine-learned surrogate emulation layer that hosts government-developed models with commercial data staging and pipeline integration, and a self-service quantitative analysis and visualization layer. Performance targets range from 1,200 isolated-mission simulations within 10 hours to 150,000 full joint campaign simulations within 2 weeks, versus roughly 1 year under the current architecture. The environment must provide scalable HPC; secure data and software movement at 100 Mbps–1 Gbps; HTTPS connectivity to designated OSW/CAPE and mission-relevant data sources; and support for modern software, containers, optimization tools, AI/LLMs, and neural-network development. The Government will retain tenant administration and user/model control, while the commercial provider delivers turnkey managed platform and infrastructure IT operations, including hardware availability, patching, network performance, backups, and baseline cybersecurity hardening.
