The Department of War’s Cost Assessment and Program Evaluation (CAPE) is seeking a novel business process solution to rapidly prototype a modernized replacement for its existing bespoke workflow platforms and underlying database. The solution must support three functions: holistic personnel management, budget formulation and contract tracking, and customizable workflow tools. It should integrate with Department of War enterprise systems, handle PII/IL5 data, and run on NIPRnet. The government is open to teaming arrangements using multiple integrated commercial products. The effort will follow a Commercial Solutions Opening process conducted in three phases.
