NOTICE OF INTENT TO AWARD SOLE SOURCE Washington Headquarters Services, in support of the Department of Defense Office of Inspector General, intends to award a sole source purchase order to Bestpass, Inc, for Official Government Vehicles travel on National toll roads. All communication regarding this posting shall be in writing and be received by the archive date of this notice.. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate only with Bestass, Inc. In accordance with Competition in Contracting Act 41USC 253(c)(l), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Justification for the determination is attached. The following FAR Part 12 provisions and clauses are applicable to this acquisition: 52.12-4 (Feb 2007) Contract Terms and Conditions-Commercial Items and 52.212-5 (Apr 2008) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Washington Headquarters Services, in support of the Department of Defense Office of Inspector General, is conducting Market Research for the following requirement: National Toll Aggregation Management. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the agency to contract for any supply or service whatsoever. Further, the agency is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the agency will notpay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor agency sources for additional information. The contractor shall provide toll aggregation services that provides the end user a streamlined use of toll roads and the payment associated with the toll roads without fines. The contractor shall ensure the agency’s government owned vehicles can travel tolls roads without interruption using automated transponders or other technology, while capturing data for billing with an internet based reporting system, thus presenting a consolidated toll payment and management solution. The requirement is for CONUS wide tolls roads for 24/7 coverage of the agency’s government owned vehicles. The full requirement for contractor provided toll aggregation services includes transponder equipment and customer service. The objective of this contract is to provide toll aggregation management for the agency’s government owned vehicles CONUS wide without interruption, while capturing data for billing and reporting on an internet-based system. The full requirement for contractor provided toll aggregation services includes transponder equipment and customer service as outlined in the attached Performance Work Statement (PWS).
