This is a presolicitation notice for Mail Screening Support Services, which will be offered for competition limited to eligible 8(a) participants under Federal Acquisition Regulations (FAR) subpart 19.8. Pursuant to FAR 19.805 and DFARS 219.805, this is a competitive 8(a) acquisition in support of the Department of Defense (DoD), Pentagon Force Protection Agency (PFPA). The PFPA mission is to provide mail screening services for security screening of DoD mail and parcels for hazards in order to identify and intercept hazardous and suspicious material prior to entering protected facilities. This responsibility includes protecting and safeguarding DoD facilities, occupants, visitors, and infrastructure in the National Capital Region (NCR). Part of this critical mission is to screen inbound mail/parcels for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) hazards, suspicious materials, and other security violations. This contract shall require the contractor to support and enable PFPA’s mission by ensuring all mail/parcels are free of hazardous or suspicious material. Screen all mail/parcels within the same day of receipt unless approved by the Government representative. Provide screening operation related customer service to mail/parcel recipients and security and logistic partners. The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract and shall provide screening operations to ensure mail/parcels are free of CBRNE hazards, hoax/suspicious material, contraband, prohibited or illegal items, threatening or suspicious communication, classified or COMSEC mailing violations and other security violations before custody is transferred to follow-on recipients; mail/parcels discovered to contain these materials are considered “flagged” items. Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a single firm fixed price (FFP) commercial contract with a period of performance of one Base Period and Four Option Years. The North American Industry Classification System (NAICS) code is 561210 “Facilities Support Services.” This synopsis will be posted for 15 days, and the solicitation will be posted on or after March 30, 2023. No paper copies will be mailed. Once the solicitation is posted on SAM.gov, the offerors will have approximately thirty (30) days to submit proposals.
