This justification is to issue a short-term bride Contract order to incumbent, Dimensional Concepts, LLC on accordance with FAR 13.501, under simplified acquisition procedures. The government anticipates awarding a Firm-Fixed Price (FFP) purchase order. The bridge contract is to continue the services with-out interruption to diminish the unacceptable risks, delays and interruptions in services and projects not being completed. Failure to award this follow-on bridge contract to Dimensional Concepts, LLC a small business would result in substantial costs to the government, and would cause unacceptable delays. The Deputy Assistant Secretary of Defense for Sustainment (DASD), Resource Management (RM), requires Financial Management and Professional Administrative Support provided in HQ0034-14-C-0035 which will expire on 2 September 2019 while the re-compete of the government requirement is ongoing. The new contract is scheduled to be awarded on 15 January 2020. Dimensional Concepts, LLC is the only organization that has the relevant experience and in-depth knowledge of all aspects of this performance work statement (PWS) to deliver an integrated approach with the highly qualified data management support and proven resource management support necessary to make this contract a success for the Office of the Deputy Assistant Secretary of Defense for Sustainment (DASD), Resource Management (RM)). This support is mission critical, as the cessation of contract support services would have a deeply detrimental effect upon the functioning of Financial Management and Professional Administrative Services at RM, primarily affecting mission-facing functions throughout the Assistant Secretary of Defense for Sustainment (ASD(Sustainment)) and its components' Planning, Programming, Budgeting and Execution data information. The six (6) month bridge contract will provide the government substantial benefits as it ensures that support to the RM mission is able to continue with no gap in service. Dimensional Concepts, LLC is uniquely qualified to support the Financial Management and Professional Administrative Support Services as it is currently in place with current support knowledge, access, and proper security clearances and has the capability to support this contract with no interruption or schedule impact.
