The statutory authority supporting the procurement of the above described services in a sole source environment is FAR 6.302-3 and 10 U.S. C. 2304(c)(3) - Industrial mobilization; engineering, developmental, or research capability; or expert services. To fulfill the requirements of FAR 6.305, the justification required by FAR 6.303-1 is being made available for the Geomatics Emerging Scientist Consortium for Education, Research, and Capabilities Enhancement requirement.
