Work is to include but not limited to – replacement of : Outdoor 4160 V, 1200 A and 2000 A Bus Switchgears composed of 2000 A Main and 1200 A Sub Main Circuit Breakers and associated Protective Devices. 4160 V 3-Phase, 3W aboveground and underground Feeders and Raceway Systems. Low voltage control and monitoring systems Repair existing Electric Manholes. Upgrade existing MV 2.7 MW Standby Generators and Transfer Switches Upgrade existing MV Current Limiting Protectors. The work shall be performed by an experienced electrical contractor with expertise in replacing Medium Voltage primary electrical distribution systems. This effort shall be set aside for small business under NAICS code 238210, Electrical Contractors and Other Wiring Installation Contractors. All work shall be accomplished in strict accordance with applicable NGA, EPA, NFPA, IEEE, ANSI, UL, ASTM, and OSHA requirements as well as other codes and standards that will be listed in the project docs. The estimated performance period for this project is approximately 400 days. The contractor will not be allowed to start on-site performance before the 78th day after notice to proceed is issued, unless otherwise approved by the Contracting Officer Representative. The contractor may be required to perform a certain amount of work on premium time to eliminate disruption of government services. Premium time will only be allowed as needed. The approximate cost of this project is between $5,000,000 and $10,000,000. This work is located at the National Geospatial-Intelligence Agency facilities at 3200 S. Second Street in St. Louis, MO. The Request for Proposals will be posted on or about June 22, 2020.
